WORKING WITH CONTROLLED SUBSTANCES

 

 

The DEA strictly regulates controlled substances (drugs) and precursor chemicals (chemicals used to make drugs).  FIND OUT IF YOUR CHEMICAL IS A “DRUG” OR A “DRUG PRECURSOR” by clicking the appropriate links below. 

 

 

A.   IF YOUR CHEMICAL IS A PRECURSOR (click HERE to see the list), PROCEED AS FOLLOWS:

 

Precursors are not as tightly controlled as drugs.  If you are a member of the Chemistry Department and already possess a precursor, please notify Joyce Kunishima.  If you wish to purchase a precursor, contact your vendor to find out what kind of information/documentation they require from you prior to purchase.  If the vendor asks you for information you cannot provide, such as a “business license number” or “permit/certification number”, contact the CNSM Safety Office (x55623, khunter@csulb.edu) or Joyce Kunishima of Chemistry (x54954; kunishim@csulb.edu).

 

 

B.  IF YOUR CHEMICAL IS A DRUG (click HERE to see the list), PROCEED AS FOLLOWS:

 

You must obtain a DEA license prior to ordering or working with drugs such as ketamine, steroids, all forms of barbital etc.  To see if a chemical is a drug, look at the drug list at the end of this document.  If your chemical is on the list, note the Schedule number and drug code as you will need it on the application.  You may also view the list by clicking here on the DEA “List of Controlled Substances” (from the DEA website).  Go to the bottom of the page and use the alphabetical list to find the “Schedule” number and “Drug Code” number for your chemical e.g. phenobarbital is Schedule III, non-narcotic, with code number 2285.   If you don’t find your chemical there, go back to the first paragraph on the top of the page and click on “Section 1308” for a more detailed list.  Proceed as follows to obtain or renew your DEA permit.

 

STEP ONE:   Fill out a DEA Application for Registration.

 

1) Click here to go to the “Registration Application Forms” site on the DEA website. 

 

·        If you are applying for a NEW permit, scroll down the DEA website and click on DEA Form 225.  Click  and fill it out; instructions are on the website. Your business activity is “researcher” even if solely classroom use.  Remember you are EXEMPT from payment, so IGNORE SECTION 7!   

 

·        If you ALREADY HAVE a permit, you can renew it on-line.

 

 

STEP TWO:  Fill out a “Security Screening Form” (click here for the form).

 

STEP THREE:  Write a use-protocol for your drug, consisting of the following, written in layman’s terms as much as possible.  The inspectors must be able to understand this protocol!

 

STEP FOUR:  Bring the Application, Screening form and Protocol to the CNSM Safety Office, PH3-018 (tel. x55623, email Kristin Hunter at khunter@csulb.edu or Jeff Mellon at scisfty@csulb.edu).  You will be given a notebook with the necessary documents, including the CNSM policy, the log sheet, the pertinent DEA regulations etc. Expect a visit from a DEA inspector prior to the granting of the application, and have the notebook ready to show.  It is a good idea to call the DEA four weeks after the application submittal in order to track the permit’s progress (213-621-6960).
