CHEMICAL HYGIENE PLAN
I.
Introduction:
The College of Natural Sciences and Mathematics
(CNSM) Chemical Hygiene Plan* (CHP) has been designed to fulfill the Cal/OSHA
requirement regarding "Occupational Exposure to Hazardous Chemicals in
Laboratories", California Code of Regulations (CCR), Title 8, General
Industry Safety Orders, Section 5191**.
These regulations (click here to view)
mandate that where hazardous chemicals are used in the workplace, the employer
shall develop and carry out the provisions of a written CHP which is:
1. Capable of protecting employees from the
health hazards present in the workplace
2. Capable of keeping exposures below
Cal/OSHA-regulated limits
3. Readily accessible to employees
4. Reviewed annually and updated as appropriate
(see annual review section)
II.
The CNSM CHP consists of a bound notebook containing the following
written materials:
1. Summary page
2. The CNSM Emergency Contact List
3. The University Injury and Illness Prevention
Program (1 page reference to larger document), The University HAZCOM Plan (1
page reference to larger document), and the University Emergency
Operations/Multi-Hazard Plan (1 page reference to larger document)

III.
The CNSM CHP operates by employing the following elements:
1. Responsible personnel (qualified employees
providing responsible oversight)
2. Documented live introductory EH&S
training orientation or videotape alternate (see II-4-a)
3. Standard operating procedures (see II-4 &
II-7)
4. Established criteria used to determine and
implement control measures to reduce employee exposure to hazardous
chemicals/materials.
5. Control measures including fume hoods, PPE
etc.
6. Special control measures for particularly
hazardous chemicals (see II-7)
7. Hazardous and routine operations approval
procedures (see II-10)
8. Employee information and training including
continuing education (see II-6)
9. Medical monitoring/consultation
10. Recordkeeping
IV. The
responsibilities of the CNSM Chemical Hygiene Officer are as follows:
1. Work with
administrators and other employees to develop and implement appropriate chemical
hygiene policies and practices.
2. Provide technical guidance to College
Departments.
3. Coordinate assessment of employee exposure to
hazardous chemicals.
4. Maintain currency on legal requirements
concerning regulated substances.
5. Seek ways to improve the Chemical Hygiene
Program.
6. Review and evaluate the effectiveness of the
CHP at least annually and update as needed.
V.
The Current CNSM Chemical Hygiene Officer is either Jeff Mellon or
Kristin Hunter of the CNSM Safety Office.

**Safety, health and environmental issues for
non-laboratory workplaces are governed by other, applicable, regulations. Non-laboratory CNSM employees are, however,
protected by the CHP policies and procedures wherever possible.
