2. Faculty Personnel Policies and Professional Development

2.1 Absence from Work for Reasons Other than Illness

Prior permission from the Department Chair must be obtained by faculty who miss a class for a reason other than illness. Faculty cannot be paid for days they are absent unless: 1) the absence is authorized, and 2)the absence is for conferences, workshops, and other professional meetings. They will not be paid for days when they have unauthorized absences. Unauthorized absences for five or more working days may result in automatic resignation from the appointment.

2.2 Collective Bargaining Agreement

The terms and conditions of employment as agreed to in negotiation with the California Faculty Association (CFA) are to be found in the Collective Bargaining Agreement (CBA) between the California State University and the CFA. The CFA represents the faculty in the collective bargaining process. Questions about the terms of the CBA may be directed to Dr. Kathleen Cohn, the Associate Vice President for Academic Affairs-Academic Personnel or to the campus office of the CFA.

2.3 Additional CSU Employment

Faculty members are limited to one full-time position in normal employment. Under limited circumstances, up to 25% additional employment may be allowed. Additional employment shall refer to any employment compensated by the CSU, funded by the general fund or nongeneral funds including CSU auxiliaries (e.g., CSULB Foundation), that is in addition the primary or normal employment of a faculty unit employee.  Effective January 2003, SB1467 indicates that a CSU employee may not "contact on his/her behalf as an independent contractor with any state agency to provide services or grades".  This means it is no longer acceptable for a CSU employee to also be a contractor either with the CSU or any state agency.

2.4 Leaves

2.4.1 Leave of Absence. Leaves of absence with pay are granted by the University President for family bereavement, maternity leave, or jury duty. Under some circumstances, leave time may be granted to permit the faculty member to vote or to serve as a witness. Faculty members can request the President to grant them unpaid leaves of absence for up to two years for personal or professional purposes. See the Collective Bargaining Agreement (CBA) for information about the rules governing the various types of leave of absence available to faculty members.

2.4.2 Sabbatical Leaves. Sabbaticals are available to full-time faculty and librarians in order to facilitate their professional development. There are two types of sabbaticals. The first is a full-pay leave for one semester or half-pay leave for an academic year. Faculty are eligible for such leaves after completing six consecutive years of full-time service.

The second sabbatical leave is a difference-in-pay leave which pays faculty an amount equal to the difference between the minimum salary of the lecturer rank and their current salary for either the semester or the academic year. Faculty are eligible for this type of leave after six years and then after three consecutive years of service since their last leave.

2.4.3 Sick Leave. Faculty who miss scheduled work assignments because of illness or because they must look after an immediate relative who is ill, should notify their department chair. When they return to work, they should fill out an Absence Report form.

2.5 Outside Employment

Outside employment is any employment not compensated by the CSU. This employment is in addition to employment at a CSU faculty member. Outside employment shall not conflict with normal work assignments or satisfactory performance of all duties of the faculty employee. The appropriate administrator may request a faculty member to provide written information about outside employment when that information is needed to determine compliance.

2.6 Student Evaluation of Classes

College of Natural Sciences and Mathematics classes numbering over five students shall be evaluated by students each semester unless exempted by the Dean. Normally student evaluations will be administered during the last three weeks of instruction by non-faculty persons, usually students in the class. In the interest of creating conditions in which students may freely and thoughtfully evaluate their faculty's teaching effectiveness, faculty are not to be present during the administration of the questionnaires nor handle or see them until the following semester. Faculty will receive a computer summary and the actual questionnaires approximately three months following the evaluation.

2.7 Professional Development Programs and Services

Providing high quality instruction to students requires faculty to maintain an active program of professional development.The University seeks to facilitate this continual development through a number of programs and services generally available to faculty.

2.7.1 Sabbatical Leaves (discussed in 2.4.2).

2.7.2 Assigned Time (Code 22b). Assigned time is available for faculty to pursue professional activities such as scholarly research, creative activity, or participation in creating grant applications. Assigned time means the reassignment of faculty from direct instruction to the activities described above. Such reassignments are usually made in 3-unit blocks, basically equivalent to being reassigned from a course.

Code 22b assigned time is ordinarily awarded as a result of an annual competitive process overseen by the Proposals Review Committee in the College and the Scholarly and Creative Activity Committee at the University level. An announcement with application forms is distributed to all faculty at the start of the process. From time to time, the University Research Office may provide assigned time in order to facilitate the preparation of grant proposals. Faculty should consult with the Director of Research about the availability and criteria for such support. Finally, in some circumstances, Departments and Colleges may choose to use some of their resources to support Code 22b assigned time. Faculty should consult with their Department Chair or Dean to determine what may be currently available.

2.7.3 Scholarly and Creative Activity (SCAC). The Scholarly and Creative Activity Committee (SCAC) is a standing committee of the Academic Senate with members elected by the faculty of each college and also includes administrative members. The committee allocates support for scholarly and creative activities on a competitive basis each year. Support resources include, in addition assigned time, funds for travel, student assistants, and a variety of other research and activity-related needs. Recommendations for this support are made through the College Proposals Review Committee working with the Dean. Faculty should consult the Department Chair about the process for applying for these resources.

2.7.4 Office of University Research. Located in the Foundation Building (FND-310), the Office of Research provides information on the availability of research support opportunities and advice on the preparation of research grants and contracts. Faculty may access information on research funding, campus research policies, and other resources on the web at http://www.ur.csulb.edu.

The Office of University Research also represents the campus in contact with private and public foundations and agencies on faculty research opportunities. Those interested in seeking external support are urged to contact the Office of Research early in the development of their research proposals. All proposals for external funding must be signed by the Dean and Director of Research.

2.7.5 Center for Faculty Development. The center is located on the fifth floor of the University Library. The purpose of the Faculty Development Center is to facilitate the professional development of faculty as teachers and scholars. It's programs bring together faculty, and occasionally outside experts, to analyze and discuss approaches to teaching and professional growth. 2.7.6 University Library. The University Library is traditionally a major source for all areas of faculty professional needs. New faculty should consult the librarian assigned to their department to learn of other reference sources.

2.8 Research
